neighbor kids

We have a few new neighbors and they have little kids ages 3, 4, 5 and up. These people let their children run around late at night pass 10:30. Screaming and having a good old time. This street was a quite street at one time. I do not mind the noise during the day but when it turns dark out side everyone should be indoors. How do these parents rise their children. I was in bed at 7:30 or 8:00. School or No School.

Bottom line when are children suppose to be in their homes at night. If this keeps I guess I will be moving out of Eastpointe soon!
